Equine Canada’s new competition classification system has been created to match more closely Sport Canada’s Long Term Athlete Development model (LTAD) by creating a progressive system of competition from “grass roots to podium”.

What is changing in 2008?

Levels

The first step is to change the classification system from 13 levels to 6 levels.

A new category called Platinum has been created to recognize our top level competitions.

Licenses
Sport License fees for 2008 will be Bronze $20, Silver $60, Gold $100 and Platinum $150.

Concurrent Competitions
Competitions will not be allowed to run several levels of competition at the same time or during the same week. (Exception: Platinum will run Gold and FEI) A competition must decide what level it is offering and the sanctioning fee and the license fee required will be based on that level. Some disciplines will offer an exception to this rule due to fewer competitors. For example, Dressage will permit two levels of competitions to run concurrently and pay the relevant sanctioning fees and Eventing and Driving will offer all levels of competition at one competition site on the same day, but will only pay one sanctioning fee and this will be allowed in the Discipline specific rules. The concurrent competition rule will also apply to Discovery Competitions which will not be allowed to be operated at the same time as another EC Sanctioned competition.

Competition Sanctioning Fees
For 2008, the fees will be based on the current 2007 sanctioning fees for National competitions. Fees are based on the level of prize money offered.

Officials
The new competition system does not require any change to the level of officials used in 2007. Bronze Level competitions will have the identical officials requirements that Primary shows had in 2007.

However, some disciplines may be changing their rules for Officials as they do their annual review of official’s requirements.

Rules
The only changes to the rules for 2008 that have been caused by the new competition classification system are to provide for the items that are changing in the classification system and the Sport License system. Disciplines have changed some of their rules for 2008 in the course of their normal annual review.

Passports
For 2008, there will be no change to the current system. Silver and Gold competitions will require passports. Bronze level shows will not require any sort of Horse identification.

Temporary Sport Licenses
No change for 2008. If a competitor arrives at a show without a Sport License, they will be able to purchase a temporary license from the competition the same way they do now for $30.00. Temporary licenses are not available for Platinum.

Upgrades
Different from a temporary Sport License, a Sport License Upgrade is for a competitor who arrives at a competition, but does not have the correct Sport License level. The competitor may pay an Upgrade fee of $15 to the competition to be allowed to compete at any level higher than their license at that single competition. This includes Bronze to Silver or Bronze to Gold or Silver to Gold. Upgrades are not available from any level to Platinum.

“Mid Year” Change in Sport License
At any time, a competitor who wishes to change their level of Sport License may do so. The fees they have already paid will be applied to the cost of the new license. It is important to note that this may not be done at a competition and must be done at the PSO office or at the Equine Canada office.
